Elder Law - Declared Incompetent

I'm asking this question on behalf of a family friend. Her aging father is in a situation where he can no longer take care of himself but he refuses to leave his house and go into a elder care home. Attempting to have him be declared imcompetent is one option they are considering. Her father has a lot of outstanding debts, including a mortgage. My question is, if he is declared incompetent and the daughter becomes the guardian, will his debts transfer to her?
