Legal Question in Family Law in Illinois

If a 5-year old moests 10-year old sibling, against the 10-year old's consent, and the mother had full knowledge about the incidents and encouraged possibly without realizing it, but discourages the 5-year old to molest the 3-year old sibling, what would happen if reported about 7 years by the sibling molested after the incident in IL? Is this even worth reporting because it took place about 7 years ago? Oh, and the mother blamed everything on the 10-year old because the 10-year old would stand up for herself and use self-defense, but get punished for using self-defense and the 5-year old would receive all of the praise and when the mother told the 10-year old to defend him/herself, he/she would not because they knew that they would receive punishment for it

If your asking if you should report a 12 year old for what they did as a five year old, probably not. Sounds like the parents need a parenting class.
