Legal Question in Family Law in Illinois

My child's father has nothing to do with her, has seen her Maybe 10 times since shes been born and shes 3. He doesn't pay childsupport, how do I get his name off of the birth certificate and get his last name taken off of her hyphenated last name?! Please help

You can't, The only way is an adoption by you and your spouse when and if that happens, if you can prove grounds.
