What constitutes, parental alienation?

Mother has custody, I have court ordered visitation . Mother refuses any contact.

Parental allienation is not really your question and you can look up a definition on the Internet. What you seem to be asking is how you can enforce your right to visitation when Mother refuses any contact. In that case, you will need to file a petition with the court to enforce your visitation rights. If you don't have a lawyer, you should probably get one.
