is it possible for someone to move out of state and file for divorce in their new state and if so does the same laws still aplly such as summons and apperances in court

If you move out of State you will have to meet the residency requirements of the new State. You will have to check with a lawyer in the new State regarding divorce laws and service of summons, etc.

They can do this as long as they meed the residency requirement of the new jurisdiction.

Yes, you can move to another state and file divorce in that state, but you have to meet the residency requirements. While you wait to meet the requirements, your spouse might wind up filing in the state you moved from. You should consult a local family law attorney about this, and possibly one in the state you are contemplating moving to.
