Legal Question in Family Law in Illinois

If a father hasn't played child support order in over in a year in Illinois & has another daughter in Iowa by another mother, her back child support is over 10,000. still dont hold a job so they dont take money out of his check. has also had a record of hopping from job to job to avoid the support, has no driving licenses already. So what can I really do about this problem & have good results

Frankly, nothing, other than asking that he be put in jail, which will not happen in this system.
