Legal Question in Family Law in Illinois

I guess in my previous question I didn't really give enough information. My parents have had my brother since he was 6 weeks old. He has lived with my parents since then he is now 10. They have put him in school, taken him to doctor appointments, taken him on vacations etc. However his grandmother has legal custody and was suppose to let my parents adopt him when he was 6 weeks old but such is not the case she has threatened them all the time to take him away whenever they don't do something she wants. So of course my parents do what she asks because they don't want to loose him. she is now moving 7 hrs away and is going to take him with her. Is there anyway to stop her from doing so?

My new question is why does grandmother have legal custody. It sounds like your "brother" is not your biological kin. Otherwise, why would grandmother have custody? Your parents should immediately contact a lawyer in your area to determine what their rights are.
