Legal Question in Family Law in Illinois

My husband wants his original birth certificate. He did a name change to his biological father's name and now wants the birth cirtificate. I was told he needs to vacate the adoption and I want the forms to do so. I was told I need to do this in the county the adoption was finalized, Lake county, IL.. I thought maybe I could do it in the state we live, FL. My husband is 59 years old.

A new law was recently enacted which allows some people to get their original birth certificates, AS your husband is only 59 he has to wait until 11/15/2011 at which point he should be able to get his birth certificate. Law is PA 96-0895, if the Clerk asks.
