Illinois non custodial parent rights

Can a non custodial parent take his child out of state on vacation without custodial parent's permission?

Depends. Look at the JPA, and the Judgment for Dissolution. That is the most important source of information. If nothing is in there (unlikely) then you will likely be able to take the child out with proper notice. Do not take this as legal advice since I have not seen the case file.
