Noncustoidial parent witholding address

Does a noncustoidial parent have the right not to inform custoidial parent of their new address?

Any parent who is having unsupervised parenting time should tell the other parent where they and the child are (which would include their home). There are exceptions, such as if the non custodial parent claims that they are afraid for their safety. If there is a harassment issue, the better resolution is to document the behavior, and get a TRO or OFP if its that bad.

It depends on what the joint parenting agreement says. I believe that all such agreements require that the address be given. If there is a problem, then the noncustodial parent must go to court and resolve this.
