Orthodontic Expenses

My husband is responsible to provide health insurance coverage for his two minor children from his first marriage. He has done so since their divorce 10 years ago through his employer. His decree states any uncovered expenses shall be split 50 - 50. My question pertains to his obligation regarding orthodontic expenses. He is not required to provide any certain insurance for these children. The insurance he has is excellent with regard to health care, and OK with regard to dental care, however, does not cover orthodontic expenses at all. What are his obligations with regard to this type of expense, especially when the child's braces are not medically necessary, and only for a minor crossbite caused by his mother allowing him to have a pacifier until age 5?
