Paternity W/ Child Endangerment

I am trying to find out if/where i could find any information on If there is reasonable Cause to believe that establishing paternity would put a childs welfare at risk, that Department of Human Services cannot force the mother to establish paternity with the man in question, so that the Department of human services cannot deny services to mother and Child/Children.

Mother and Said father have a daughter, there is an ongoing DCFS investigation , an emergency order of protection, and DCFS has gotten the State Police involved. The Said Child is going through physical examinations to collect evidence and is seeing a therapist that deals with child sexual abuse cases to gather further evidence against Said father.

Refusing to Identify the Natural Father Can Mean No Services.

The child�s natural father may pose a risk, but if the mother wants services, she cannot refuse to name the father. To the extent it endangers a child to tell the government the truth, the goverment can also be called upon to protect the child.
