what state does child support go through??

My friend lived in Texas and got pregnant by someone that lived in the same state. She left to come back to family in Illinois. She had the baby in Illinois. Since then her boyfriend, moved here to be with her and has moved back. They are not together anymore. What state superceeds with child support laws? Is it the state that the child was born?

Support will be determined by where the child and the mother are now residing, which is Illinois.
