step parents rights

My stepchildren's mother has not seen or contacted them in almost 9 years other than recently when they bumped into her at her place of work,my husband has sole custody and receives no childsupport can i in anyway adopt or get legal

guardianship of the two minors so I as the stepmother have some legal rights? thank you

A parent is considered to have abandoned the child if there is no contact for 3 consecutive months. Please contact me for information on adopting the children.
