Legal Question in Civil Litigation in Illinois

If there was a class action suit re: toxic waste against the city but then it was revealed who the individual is behind the toxic waste issue, would the suit change from suing the city to suing that individual person?

It might, but not necessarily. If the person responsible was a city employee for example the city is probably legally responsible for the person's actions, and as such would be the better defendant because of being a deeper pocket. These decisions really have to be made on a case by case basis with more facts than you have provided.
