Legal Question in Civil Litigation in Illinois

Just a few days ago, my brother's girlfriend was jumped on by 6 or more girls. This fight resulted in her having to receive seven stitches because one of those girls hit her on the head with a six inch heel.The police took in the shoe supposedly as evidence. However, they never charged any of those girls with anything relating to this key piece of evidence even though witnesses not including anyone involved in the fight,have told them that they saw one of the girls jump out of a car and hit her with the shoe in her head. Are they not wrong for doing this? What ever happend to assault with a weapon or etc? I always thought that if none of the people from the opposite party confessed to who did it,every person on the opposing side would be charged since they were apart of this crime. Also we have tried speaking with attorneys to possibly form some type of lawsuit against the police department,but most dont want to take the case because they say it would take too long since its the police department that we hope to also sue. Does it sound like we have a case? And if so, are there any attorneys that you can recommend who would be willing to assist us with this case? One more thing...my brother's girlfriend was arrested after what was suppose to be just a follow up the next following day because the police department claimed to have forgotten to cite her with a ticket for being a part of the fight,even though she was the one jumped. We asked how come she was the only one to be arrested and they told us because she is 18 or older. However, there were two other 18 year old girls on the opposing side who never got arrested. Then they failed to allow her to press any charges against these girls due to the fact that they gave everyone tickets. Please help us out!

From what you are writing, I would encourage the sister to file civil charges against those who injured her and then demand an internal investigation into the actions of the police officers. I'm happy to take a look at this case.
