Harassment by Landlord

My landlord constantly sexually harassed me - he would come into my apartment and make advances, etc. I would ask him to leave - he would refuse and finally comply. He would touch me inappropriately, etc. I finally had to leave. I had to see a psychiatrist because of the anxiety he created and he really screwed me up for awhile. I am on my way to recovery, however, I have the money and time to sue him for harassment so that he does not do this to any other women. He has done this before to another woman who I was in touch with and she is willing to testify. He seems to prey on women when they are low (in my case, my husband had left me and my mother had just died).I am just not sure if this is a legitimate ground to sue on or are there any other areas that I may be able to sue him for. Most attorneys are asking for almost $200 for a consultation. I just don't want to walk in and be told it's worthless.
