Is someone liable for paying money back to someone for a past due bill, borrowed money or an intent to pay for something but haven't?

I am not sure about what you mean "intent to pay for someting but haven't". Yes on the first, yes if the borrowed money was to be paid back by a certain date or on demand and has not been paid back.

Generally yes. One is responsible for their debts until they have been lawfully discharged.
