Does a minor (13) have to appear at a deposition in which she was a passenger in a car accident when she was 9 years old?

Yes but anyone called to a deposition (a "deponent") is entitled to have his or her own attorney present. Attorneys who represent the other people in the lawsuit are NOT your attorney unless one has been appointed for you specifically.
