Prepaid Legal Service Companies

In the states of Arizona, New Mexico, California, Nevada, California, and Utah, how are prepaid legal service corporations regulated? Specifically, by state, are they regulated as insurance? Are there any exceptions? Does it depend on whether you have an open or closed panel? If regulated as insurance, what are the capital requirements, etc. Plus, any other information on the topic would be invaluable. Thank you.
