hoe can i stop the person who lives above form moving things aroud and playing loud music at 12:00 midnigth this almost every nigth landlord won't do nothing cause the person pays alot more rent then i do and i've acll the police they come and tell to turn the music down but when they go the person turn it backup it hard to sleep at nigth it feel like i'amlosing my mind plaese hepl

You can sue them possibly. However, quite frankly, your landlord owes you the right of quiet enjoyment. You can definately sue the landlord.
