Landlord bait and switch on utilities

We moved into our Oak Park, IL apt

in March of '07. The advertisement

for the apt. explicitly stated ''heat

included'' (radiators). It was quite

sufficient for the short time it was

cold. Now, the landlord wants to

install central heat/air and is offering

to only pay for half of heat until our

lease ends. She says the lease

states we're ''responsible for metered

utlities'' but this wasn't metered

until now! This feels like bait and

switch and we shouldn't have to pay

any heat until our lease is complete.

Who's responsible?

You have to go by what it says on the lease.
