If a person has a judgement of charges for tenancy in the amount of two thousand dollars but the apartment puts the debt with a collection agency at a different and larger amount- is that legal in the state of Illinois?

It is possible, because the amount of the rent is one thing -- there will be court costs, attorney fees, statutory interest and other charges that are added. You should ask the collection agency for a breakout of the claimed amounts.
