What laws do landlords have to abide when building is unsafe, & tenant wants to term lease?

Usually, the landlord can be given an opportunity to fix what is wrong. However, if he refuses to repair and/or replace, then you most likely can terminate the lease on this basis. You can notify local housing authorities to report the behavior. However, it must be "unsafe" in the eyes of the law which may be different from your opinion. So be careful.
