Medical Malpractice
1)How does one go about filing a State disciplinary complaint against a psychologist. 2) Will the grounds of unprofessional conduct (where there was liability and damages) be a sufficient tort to then subseqently bring a suit against her?

You can file a complaint wiht the Illinois Department of Professional Regulation.
You do not have to wait for the Department before filing suit. I have handled some Illinois Psych and Counseling malpractice cases and they are quite complicated you should discuss liability and damages with an attorney. Good luck.
