paternity false-negative result

Can i sue a dna center for establishing non-paternity, when a second test is done and it is inclusive that he is her father due to mutative genes that should have been looked into further?

Is there a statute of limitations? it has been 10 years.

Yes, there is a possibility if the standard of care at the time of the DNA would have required additional testing.
