Amending Condominium Bylaws

Does our condo association need an attorney to amend our bylaws? Or can we do it ourselves? The changes we would like to make are (1) prohibit renting and (2) permanently waive our right of first refusal in order to be accepted by FHA.

State or local law does not require a condo association to amend your bylaws, but do you know how to compose and record such an amendment or do you need the help of a real estate attorney?
