changes in by-laws and/or rules & regulations

I live in 1 6 unit self managed condo with 2 board members. board members are constantly making/changing rules w/o any type of voting and agenda given to owenrs. I am now finding out that rules were made prior to my purchase of the condo 5 years ago that are not documented anywhere other then noted posted on owners doors prior to my ever owing the unit. Is this legal? Do I have any sort of recourse? Do rules and regulations need to be voted on or can the board member just imposr rules on their own free will? The board members are orignal owners (building is 10 yrs old) and have never and do not intend to hold elections. Is this legal?
