Legal Question in Real Estate Law in Illinois

I own a deeded home on a lake. The vast majority of the property on the lake is leased from a Water Authority but mine is deeded. I want to add on but the water authority said if I do not adhere to their setback requirements they will fence my property in as they own and maintain the roads. Am I bound by the same setbacks as they force on their lessee's even though I am deeded?

Based on the information provided, they cannot deny you complete access if the only way to and from your property are their roads. You have an easment for the use of the roads. You should contact a local attorney befor proceeding. good luck.
