Is it legal for a condo assoc.'s property manager to debit money from a homeowner's account when she is specifically directed not to do so?

I am certain there is more to the story, but it sounds dangerously close to theft from the limited facts you have presented. Of course, that would depend on when the money was taken, the time and manner in which the direction not to debit was given, etc.
