Legal Question in Real Estate Law in Illinois

I live in condo in IL with under 25 units most owner occupied, 1 rental. Our by-laws state that no personal effects are to be left in common areas. The renter leaves out a portable kerosene heater, empty beer bottles, food, etc. overnight regularly. Prior complaints to the board have been ignored. New board issued notice of adherance to rule or subject to $50 fine. Rental continues to be a problem, landlord/owner was issued first fine, including pictures, but says he will never pay. How can we make sure fine is enforceable rule, and collect fines?

File an action for possession against the Owner, or simply to collect all outstanding fines. Most bylaws have a provision that the offending Unit Owner would be responsible for all court costs and attorneys fees.
