Trying to purchase property out of town and they want a dual power of attorney so my husband can sign the title. What exactly are they asking for and why?

I would guess what they are requesting is a "durable" not "dual" power of attorney. Most any attorney in your area can assist you with preparing this document. It is not a bad idea to have powers of attorney for property and for health care even if not required for this real estate transaction.
