Regarding sewer lines, where does the homeowners responsibility end and the citys begin? Should a homeowner have to dig in the street to clear aline?

It is the homeowner's responsibility to the point that the individual sewer line ties into the municipality's line. Most clogs can be cleared by rodding from the homeowner's property into the street, but in the extreme case the line must be opened up all the way. There may be other facts that put it into the municipality's hands, however. A local sewer contract would probably be helpful.
