Legal Question in Real Estate Law in Illinois

We have just been given a special assessment that we did not vote on. I have not seen a bill or a bid. It was for a new furnace/hot water heater that I was informed, "This is courtesy of my hard work to get you a great priced hot water heater installed before the other one completely shut down. I know you appreciate this. Please pay your special assessment on time." This is how a lot of choices are made around here with no formal consultation. Is this legal?

If this is a condo or townhouse association, very possibly yes. The board has an obligation to keep things going. If you don't like their decisions you can run for a board position. At the same time every condo and townhouse owner can request to review association records to see if the purchase was reasonable - like if they shopped around a bit.
