Change of user in cooperative housing society

A residential flat is used as office since last 5 years. The electrical meter is converted as commercial, the waters supply by Municipal corporation has considered the flat as non-residential. There is no complaint from society since last five years however the society has not given change of user NOC. The monthly maintenance is regulary paid and accepted by the society from my office. The society is not paying changed water tax to Muni.Corp. Can we pay on society's behalf. Can we directly approach Muni.Corp. for change of user? The conveyance of the property is not done and the committee members fear that if the change of user is granted, conveyance of the property will not be done. Please advise.
