Legal Question in Administrative Law in India
if disciplinary authority by its presenting officer fails to prove charges against accused government servant during enquiry process and the same was recorded on the enquiry report can the E.O. AND D.A. both declare that charges are proved since the AGO has not proved him self that he has not disproved charges against him.any citation pls.
