Legal Question in Administrative Law in India

domicile

I have applied for Domicile certificate in Mulund. I don�t have telephone bills / Electricity bills of last ten years so they rejected my application. My property documents, my school certificates, college degree certificates, Ration card, Election card. Bank statements, society�s letter, were not good enough. On the other hand my friend who is in Pune applied for the same and he is in pune from 2005. He was in Dubai before. He presented property papers and the last electricity bill with ration card and he got the Domicile. He did not have the ten years bills but property papers were enough. When you get domicile in pune without the bills why cant here?
