Harrasment by govt. officials

Against our supply in Dec'2000, we have all receiving & 50% (advance?) payment. For rest of payment they raises some objection in quality of supply. As we think we have done nothing wrong so decided to protest. We categorically explain our point of view. we got no response of our nearly 12 letters from every level (excluding Director Tourism (IAS) direction to their officials to take immediate action which was overlooked). After the intervention of Tourism Minister we got rest payment with some deduction (apart from TDS) without giving any reason for deduction on 8th Aug'2000.

We have ask them to provide reason but now same game of non response started again.

Now the problem is that they know that they are doing wrong but they got privilege of immunity that if anybody go legal so all nothing personal, all expenses born by Govt. And according to law of averages very few harassed people opt for legal due financial burden for small amount and time.

I think the root cause for this type of malfide act is mainly the Immunity granted to them.

Can any body suggest me?

2. Scope of PIL to put personally accountable for their (Govt. officials) act.

There is no immunity granted for malafides on part of government officers.There are several supreme court judgments where officers have have been personally penalised on account of malafides.Kindly send me all the documents so that I can advice you on the best course of action.
