service matter

I am a govt. servant of Orissa. In 2001 I got a transfer order to another district . But I moved to SAT on health ground and got a interim order of not to disturb me. But the authority released me on 15.3.01. Again I moved to SAT who order to continue the interim order. But the authority moved to High Court ,who on 24.6.02 order me to first join in the new post and to place a new represantation within a month. But I filed a sp. leave petition in Supreme court who take the

matter but dismissed as it is a state matter. As a result I joined in new post on 1.9.02 .

and thereafter submitted Earned leave application to regularise the period I spent due to court proceeding. From 2003 I applied so many times but the authority do not responds. But now after nine years in 2009 , two month before my retire from service ,the authority termed the absent period and non-joining in my new post as mis-conduct and set an inquiry comission to punished me. Now advise what shall I do as I will retire on 31.6.09.
