Legal Question in Banking Law in India

I have lost my DD issued by HDFC Bank favoring 'CIDCO LTD' (Government Organisation).
Same has been informed to HDFC Bank & I have submitted idenmity bond against lost of DD.
Now problem is, I do not need duplicate DD & want entire amount to be credited back to my account in HDFC.
But HDFC Bank is asking for letter from Beneficiary (CIDCO LTD).
CIDCO authorities are not ready issue any letter or NOC as they have not recived this DD.
Its more than a month, I am running from one office to other.
Please help me to unlock this Deadlock situation.

you apply for a duplicate DD and then get the same cancelled.

first apply for a duplicate DD and then get it cancelled from the Bank.
