are two paties residing in India allowed to resolve their matters through foreign institutional arbitration both within India and outside India?

Yes, parties have the autonomy to choose to settle their disputes by submitting to foreign institutional arbitration,whether to be conducted within India or abroad. They are free to choose venue of arbitration,procedure to be adopted,substantive laws ,number of arbitrators etc.
