Legal Question in Civil Rights Law in India

Respected sir / madam,
I have one land at my village. This land bought from my relation to get my father. This traction is register to concern registrar office on 1991. But still now VAO saying this land is NATTAM land , so you don�t make house like this. We showed our registration deed. But VAO saying our FMB map showing NATTAM land.
We are using this land above 21 years, but we don�t have any government tax bill.
( My relation also no record of this land. But He is used above 35 year�s , that way we bought from him.)
Question�s:
1. How I save this land?
2. How I get patta?
