Legal Question in Construction Law in India

Dear Sir ,
i have a my own house of area 22metre ( 33 sq foot ) build on 1972 when purchased by my father. with ground & first floor in east delhi . my house condition is too old to live destoying walls & roof ?
The problem is that we start construction without informing MCD because it is said to us that there is no need for map to construct or repairing your house because your house area is less than 50square foot . we start construction from 10th of may 2011 the problem arises when the team of mcd for checking in the area visited on 21th of may they said stop construction & visit to the SDM OFFICE how you start construction without information given to us . now we stop construction please tell us what to do now because we have a small area of land whose approval is not given by mcd & we belongs to lower middle class family ? plz tellus what to do now ??
