can a house holder who is having terrace flat construct beams for arranging sliding window & make the same as bedroom

If house holder (as you said) is a sole owner of the property (premise) can construct beam in case it does not affect rights of any other ownership and if such construction is in compliance with permission of municipality laws of particular region/area.
