Who will be senior in the service? A was selected and recommended for appointment on 01.01.1996 by the Public Service Commission, West.Bengal.B was selected on 14.04.1996 by Public Service Commission, West.Bengal by an another process of examination for the posts of same job.The govt.appointed B earlier than A for the malafide intention of B.Who will be senior in accordance with sec 4 of West Bengal Service( Determination of Seniority Rules) ?
