You can approach the Consumer Dispute Redressal Forums. But if there is a fine print in the parking slip "that parking would be at owner's risk", then your sucess will depend upon other circumstances of the case.

You have three remedies--

1. Police complaint

2. Consumer complaint, making the contractor and the contract giver [municipal Corporation etc.] as repondents

3. Complaint to the contracting authority [municipal Corporation etc.] with a prayer that license may be cancelled and the contractor's security confiscated and the cost of vehicle be paid from it.

You can also file an application under RTI Act to get a copy of the contract between the contractor and the contract giver. Going through it may help you.

If the municipality does not take action, you can file a writ against the municipality in the High Court.
