Legal Question in Consumer Law in India

i did not receive a speedpost letter containing a cheque payable to me, as it was lost by the postal department. as a result, i had to apply for issuance of a new cheque, to the company, and the entire process till the issuance of a new cheque took 5 months, because first i complained to the speedpost department and they conducted an enquiry to trace the speedepost letter which took 6 weeks and then they said the letter could not be traced, then i had to coorespond with the company , explaining them the situation, and requesting to issue a new cheque , which took another 3 months, can i seek compensation from the postal department or the company, and also interest on the payment for the period of delay of 5 months and from whom , in a court of law or some oher forum..
