Legal Question in Credit and Debt Law in India

A Government Servant is Partner in a Concern without getting permission from the Government and cheating his Debtors by non paying the dues. The Debtors already informed this matter before his higher authorities and asked them to take against him, but the later did not take action. In this situation can the Debtors be issued a legal notice to the higher authorities for their non performing of their duties? i.e. not taking any action against that Government Servent

you need to have proof that the government servant is partner in a concern. as per rule, a government employee cannot hold any other office of profit. but this cannot absolve you of your debt.
