Legal Question in Credit and Debt Law in India

I have taken a loan from the local office at Kolkata, West Bengal, India. Due overrated charges some disputes have been arise between us.I received a Advocate Notice that legal action will be taken against me u/s 138 of Negotiable Instrument Act, 188 who stays at New Delhi. My question is that whether the case can be filed at New Delhi, that is jurisdiction out of West Bengal as both the parties are in Kolkata. Please send the answer mentioning sections of Act.

If one of the Bank is situate there, then Delhi Courts will have jurisdiction.
