recovery of money

im a citizen of france

i had been to india a few months back. i have come back to india fora few days now

i had give 3500 USD to a friend in india because he was in need of that money

now he refuses to pay me back this money what do i do

how do i make him pay this money to me

it was an account transfer

can i recover this money from him
